Start with the roof and the property.

Plan the roof layers and the visible change separately

Liberty roof planning involves the layers beneath the shingles and, on a designated historic property, the appearance and scope of exterior work. These are separate questions with separate city guidance.

Ice Barrier Requirements in Liberty

The city’s published ice-barrier handout, updated March 5, 2021 and still linked by its Building Division, describes protection from the roof edge to at least 24 inches inside the exterior wall line. This is a position within the building, not simply a 24-inch strip along the gutter.

Ice Barrier Requirements in Liberty
Roof questionPractical meaning
Why protect the eave?Ice at an eave can hold water back. The barrier provides protection under the covering where backed-up water can reach. It does not replace correct drainage or resolve every cause of ice accumulation.
Where does the barrier end?The handout describes extension to at least 24 inches inside the exterior wall line. Eave overhang and slope affect the width needed to reach that point.
Is there an exception? The handout identifies detached accessory structures without conditioned floor area. That exception should not be generalized to a conditioned addition.

Historic Roof Review in Liberty

For designated local historic-district properties, the roof-specific city guidelines distinguish these scopes. A Certificate of Appropriateness and a building permit serve different purposes.

Proposed workCity roof-guideline distinction
A few damaged shingles replaced to matchListed among work not requiring a Certificate of Appropriateness.
Existing hanging gutters and downspouts replacedListed among work not requiring a Certificate of Appropriateness.
Reroofing with new shinglesListed as requiring a Certificate of Appropriateness.
Built-in gutters, chimney or dormer changes, skylights or solar panelsListed as requiring a Certificate of Appropriateness, including skylights or solar panels not visible from the street.

Roof Form and Materials on Historic Properties

The roof guidelines call for retaining roof shape, pitch, orientation and eave overhang. Replacement material should suit the building’s style, color and texture. Original tile or slate calls for in-kind material or an acceptable synthetic alternative under the guidance.

That is a historic-property review question, not a citywide ban on modern materials. A workable repair, a reroof with a similar appearance and a visible change in roof form need different treatment.

Building Permits and Historic Review Are Separate

The current Building Division page links the adopted 2018 codes, an online permit portal and inspection information.

Building work

The published general permit material does not expressly resolve the covering-only reroof threshold. The Building Division needs the actual work scope to settle whether a building permit or inspection is required. Structural changes and concealed work require particular attention to the applicable permit process.

Historic appearance

The roof-specific Certificate of Appropriateness distinctions above apply to designated local historic properties. Resolve the parcel designation and proposed exterior change before the work starts. A CoA is not a substitute for a required building permit.
